Endorsed Better Business Case Expert Practitioners and Reviewers
Inland Revenue is moving into a phase of increased requirements for the development of business cases that comply with the Better Business Case (BBC) methodology and standards. To support our transformation and our on-going business needs we need to ensure that we have access to International BBC Standards Board accredited BBC Expert Practitioners and Expert Reviewers in order to satisfy increasing demand for these services. The purpose of this procurement is to setup a new category panel to facilitate the efficient, effective and timely supply of BBC accredited expert practitioners and expert reviewers. We are looking for suppliers with the right accreditation and experience. Applications to join the BTAP will be assessed on certain mandatory requirements (pre-conditions) such as solvency, tax compliance and insurance cover. Applications will then be assessed on two mandatory business pre-conditions, assessing accredited status and relevant experience. There will be no scored evaluation criteria, as suppliers will be selected solely on their ability to fulfil the pre-conditions. This is due to the limited pool of suppliers we predict will be available to provide these services. This Panel category is part of our wider Business Transformation Approved Panel (BTAP). More information can be found by reading the Notice of Procurement (NoP - attached). If you'd like to find out more having read it, then please refer to section 1.4 which details the next steps required. Also attached to this notice are instructions for using our online e-tendering tool (further details of how to access that are under section 1.4 of the attached NoP). Please note that the BTAP does run until 30 September 2024 (if all renewals are taken up) as this panel is always open. However, we encourage applications to be made as soon as possible, to ensure you get the chance to bid on work as it is published (if successful in your application to join the panel).

Onshore Panel Physician Network - Standing Notice
In March 2015 the Ministry of Business, Innovation and Employment (MBIE) established an onshore panel physician network of medical and radiology clinics to complete medical examinations for Immigration New Zealand visa applicants. The clinics use an online immigration health processing system called eMedical. This Onshore Panel Physician Network is an ‘open’ panel and clinics may be added during the term of the contract (1/4/2015 - 29/3/2020) where a need is identified, provided the clinic provider meets MBIE’s mandatory requirements for being part of the panel network. Additional clinics may be required to fill a regional gap, to replace clinics removed from the panel or as needs change and additional capacity is required.

Leadership development and culture change
This Notice of Procurement (NoP) is one category within our Business Transformation Approved Panel (BTAP); other categories of service will be released over time. The panel is intentionally setup to run (and be open for applications) until 2024. It is important to note that this NoP has been updated as of October 2016 and that Inland Revenue no longer uses an e-tendering tool and will instead provide response templates for each category. This NoP is requesting applications from suppliers to join the BTAP, who are able to meet our recurring business needs and partner with us, as and when required, on the multi-year journey to transformation. We require leadership development and culture change services to support Inland Revenue’s Business Transformation Programme. This NoP covers three subcategories of service: 1. Leadership capability assessment and management 2. Leadership development 3. Culture and staff engagement consultancy and support Please download and read the NoP in full; it will give you further details about the services we require, and also directs you to further vital reading about the BTAP, and how to apply after that. Response Templates have been included in the attachments sections of the GETS notification. There is a response template for each category. You must complete all relevant response forms to apply for a category All Suppliers must complete the Mandatory Conditions Template. This form should only be completed once per supplier no matter how many categories you are responding too. It's important to read through all the documentation before you apply; please do so to get a full understanding of our new BTAP and the categories within it before asking questions about this NoP or the BTAP. It may also be worth looking through the questions already asked here on GETS about this NoP, as you may find the answer to your question has already been published.
